Elisabeth Deeb has consulted on ADNOC-ICV for major companies and has extensive experience in Marketing and Communication. She has given several talks and co-authored several papers on ADNOC-ICV. She has been involved in In-Country Value Addition, the predecessors to ICV for several years supporting work in Azerbaijan and Saudi Arabia. She graduated with a BS in Mechanical Engineering and MS in Music Technology from Georgia Institute of Technology. She is Chair of the Atlanta Section of the American Society of Mechanical Engineers (ASME) and served on the Offshore Technology Next Wave Committee. The Next Wave was an industry event for young professionals in the oil and gas industry.

Dr. Thomas Deeb was a key leader in the creation of Saudi Aramco In-Kingdom Total Value Add program® (IKTVA).  His work included: designing the strategy, adapting T&M Associates’ In-Country Value Addition model to meet Saudi Aramco needs, and leading the IKTVA team to successfully implement the processes and systems, methodology, and program governance.  He gained the internal and external stakeholder buy-in for the program and his team developed the internal changes and development of procurement practices required to imbedded IKTVA in all procurements.  He also developed and led the training of Saudi Aramco employees designed to imbedded IKTVA across the company and within the culture. He worked with various government agencies and enterprises including Local Content Authority, SABIC, Ma’aden, SEC, and SWCC.

Alan Mencin P.E., MBA provides engineering consulting, business consulting, business development, local content consulting, economic development consulting, and financial and technical due diligence in a variety of industries. He has consulted internationally working on projects as diverse as local content for Saudi Aramco (IKTVA), a precious opal mine in Ethiopia, development of a fuel ethanol program in Eastern Europe, and technical due diligence of hydro energy projects in the United States.

Specialties include Local Content and Local Economic Development, Technical due diligence and technical feasibility review, financial modeling, economic feasibility assessment and evaluation, project development, business development, technical marketing, project management, and business management.
